Complaints and Appeals Policy

PJEMS is committed to handling complaints and appeals fairly, transparently, confidentially, and without unnecessary delay.

Complaints may relate to:

  • Editorial decisions;
  • Peer review;
  • Reviewer conduct;
  • Editorial conduct;
  • Publication ethics;
  • Research integrity;
  • Authorship;
  • Plagiarism;
  • Conflicts of interest;
  • Publication charges;
  • Copyright;
  • Journal administration;
  • Other aspects of the publication process.

Appeals Against Editorial Decisions

Authors may appeal an editorial decision where they believe there has been:

  • A significant procedural error;
  • A factual misunderstanding;
  • A material error in the assessment of the manuscript;
  • An inappropriate consideration that substantially affected the decision.

An appeal should not simply repeat arguments that were already fully considered during the editorial process.

How to Submit an Appeal

The corresponding author should submit an appeal to the editorial office and provide:

  1. Manuscript title;
  2. Manuscript identification number;
  3. Date of the decision;
  4. Decision being appealed;
  5. Specific grounds for the appeal;
  6. Supporting evidence or clarification.

Appeal Review

The appeal will be assessed by the Editor-in-Chief or an appropriately designated independent editor.

Where necessary, the journal may seek an additional editorial or peer-review assessment.

Possible outcomes include:

  • Confirmation of the original decision;
  • Reconsideration of the manuscript;
  • Additional peer review;
  • Revision of the editorial decision.

The decision following an appeal will normally be considered final.

Complaints About Reviewers

Authors who believe that a reviewer has acted improperly should provide specific evidence to the editorial office.

Examples may include:

  • Serious conflicts of interest;
  • Unprofessional conduct;
  • Disclosure of confidential manuscript information;
  • Inappropriate use of unpublished material;
  • Discriminatory or abusive comments.

The journal will assess legitimate concerns and take appropriate action.

Complaints About Editors

Complaints concerning an editor should be submitted to the Editor-in-Chief.

Where the complaint concerns the Editor-in-Chief, it should be directed to an independent senior editorial or publishing authority.

Complaints Concerning Publication Ethics

Concerns involving plagiarism, fabrication, falsification, authorship disputes, duplicate publication, or other forms of research misconduct should be submitted with sufficient information and supporting evidence.

The journal may contact the author's institution or other relevant authority where appropriate.

Confidentiality

Complaints and appeals will be handled confidentially to the extent reasonably possible.

Information may be disclosed where necessary to conduct an appropriate investigation or comply with applicable legal or ethical requirements.

Protection Against Retaliation

PJEMS does not tolerate retaliation against individuals who raise legitimate concerns or report suspected misconduct in good faith.
